Invention relates to processing of secondary stock and is meant for processing of PVC wastes. It can be used at plastic and plastic wastes processing enterprises. Claimed process comprises the PVC wastes receipt by the intake bin, PVC wastes sorting, PVC wastes grinding, mixing at the extruder and article moulding. Stabilizing additives, for example, barium stearate, carboxylated lead or calcium, are added at mixing in the extruder. These are added to create the appropriate PVC processing conditions at up to 200-240°C for extraction of chlorine from the melt at control at said temperatures.

Content of silicon oxide constitutes from 5 to 150 wt p per 100 wt p of caoutchouc component.
