The present invention relates to a panoramic television surveillance, which is a television system using a television camera of the circular review in the field, close to a hemisphere, i.e. in the spatial angle of 360 degrees in azimuth and tens of degrees in elevation. As one or more photodetectors in such a television camera is mainly used in the matrix of charge-coupled devices (CCD). The closest to the technical nature of the claimed invention should be considered as a device panoramic television surveillance [1], contains one United television camera and the server, which is a node of a local area network that is connected to two or more personal computers, and TV camera consists of sequentially arranged and optically coupled panoramic lens, volocano-optic attachment and unit of the digital television signal, and the optical fiber attachment has n light guide branches (harnesses), and the unit of the digital television signal consists of n sensor signal, targets, each of which is connected via a fibre-optic junction with one of the n nozzle assemblies, and outputs connected to respective inputs of the block of image reconstruction o the d which is the output of the television camera, the number n respectively harnesses the nozzle and the sensor signal satisfies the relationship: where γg- horizontal angle in degrees observed by the operator of the image.
