SUBSTANCE: invention relates to a concrete and mortar modifier and can be used in construction. The concrete and mortar modifier contains disodium hydroxyethylidene diphosphonate and nonylphenyl ether of polyethylene glycol and water in the following ratio, wt %: disodium hydroxyethylidene diphosphonate - 3-7; nonylphenyl ether of polyethylene glycol - 5-10; water - the balance.

EFFECT: high resistance to air flow, frost-resistance and increasing strength at advanced age without reducing strength at early age.
