According to proposed method, oil is heated by head carrier which is essentially heated oil placed inside closed reservoir. Design of rectangular siphon containing at least two chambers and fitted-on cables and hydraulic carriers of closed feed system improves process of pumping out, mixing of oil layer with oil heated in process of pumping out with use of agitator interacting with cables. Economic efficiency of method lies in possibility of scheduled repair operations inside large-size reservoirs capable at preservation of worn-out pipelines to cut down time of access to worn-out or damage walls of oil-filling reservoirs in process of preparation for preventive repair.

Inner surface of reservoir is provided with protective film whose upper part is furnished with float union to pump in inert gas, and valve to discharge vapor-air mixture, and lower part is provided with fastening plate for fixing film to wall of reservoir and lip installed over oil products pump out branch pipe preventing pulling of protective film into reservoir when pumping out oil products. The invention relates to the field of containers for storage of petroleum products, primarily to steel cylindrical tanks, and can be used in the oil and petrochemical industry. Famous tank with a floating roof oil storage containing the Central membrane, peripheral pontoon ring, sealing shutter with a heating element inside (see ed. mon. The USSR № 667460, CL 65 D 87/20, publ. 15.06.79). The lack of well - known design of floating roof is associated with significant loss of oil from evaporation in the area of the hydraulic valve, and from the walls of the tank during emptying. In addition, significantly reduced the life of the tank due to corrosion of its inner surface and especially the roof. The closest technical solution of the present invention is a tank with a floating roof for volatile liquids containing flat bottom, located on its outer contour ring stiffness, radial partitions between them, with the height, the greater the depth of immersion of the roof in the liquid (see ed. mon. The USSR №387888, CL 65 D 87/18, publ. 22.06.73). The drawback is the possibility of jamming of the floating roof when the bias that can occur when non-uniform accumulation of precipitation, th is can lead to large losses of oil. In addition, there is no reliable corrosion protection, as well as evaporation through the water seal and the walls of the tank during emptying. The purpose of the invention to increase the life of the tank by eliminating the corrosion of the inner surface and the full protection of the environment from harmful emissions into the atmosphere. This objective is achieved in that the inner surface of the tank is provided with a protective film, the upper part of which is equipped with a float with fitting and valve, and the lower mounting plate and canopy installed above the pipe pumping oil from the reservoir. The proposed solution in comparison with the known is characterized by a set of structural elements in terms of the availability of new parts and components (protective film, float, visor, mounting plate) and meets the criterion of “novelty”, with the declared object exhibits new properties in the form of increased service life and protect the environment from harmful emissions into the atmosphere, and achieved a positive effect.
