Thus, conclusive identification of the prisoner also allows the administration of justice.
In other more General aspects of daily life, the establishment of personal identity becomes a matter of significant importance, attention may be drawn to the phenomenon of illegal immigration or a fairly typical case of people who are detained for trial and investigation and who are unable to prove their own identity.
For living people, these procedures provide scientific identification, which more specifically includes the use of identification cards, which are recorded descriptive, photographic, anthropological data and fingerprints of the person you want to identify. In most cases, even if this operation is limited to the copying of these generalizations, the steps for obtaining a fingerprint of the index finger, which is previously pressed against the pad, soaked paint pictures for identification identifiable person, the compilation card or procedures index cards is basically a period of time not less than 60 minutes from a police organization with responsibility for it. By this time includes the time required to move from the place where the person was detained, to the place of “index cards”, mainly local office considered the administrative organization and the time required to send cards to the office, mainly regional office, in which processing takes place. In this place, in particular, expert in fingerprint performs the identification process. In this case, i.e. when the operation of the index cards is not performed directly in the regional office, the total time of identification may be even up to two weeks because of the additional well-known transmission delay. Obviously, this total period of time may exceed the maximum period of detention to identify permitted by law, thus completely nullifying these steps.
In addition, with these procedures and with the existing equipment cannot perform the identification in a place other than the above-mentioned offices, i.e. in the place where people actually detained, or in a nearby location, such as, for example, the receiving point, mobile office or the police centre for the detention of offenders, train station or at the airport.
In addition, the actual operation of the study of fingerprints, which is performed by experts on the basis of the comparison of fingerprints taken from ID cards, and prints in the Protocol, through the process of scanning the cards that have been registered previously, leads to a high level of errors and a significant amount of time.
