This packer has a cable entry for lowering it over the pump and control cable downhole devices (valves, regulators, etc.) when dual use multiple layers of one pump, the pressure, the fountain and the and gas-lift well. However, the implementation of the packer with sealed under cuffs longitudinal hollow channel for passing the power cable that leads to the complexity of the design of the packer and, consequently, decrease reliability.

Task to be solved by the present invention is directed, is to simplify the design of the packer due to the execution of any of the channels on the outer surface of the packer under the cuffs.

The technical result consists in increasing the reliability of operation of the packer.

Preferably the nipple housing-piston is connected by means of threads with a pipe connected below the packer from the casing pipe through made with eccentric tip sub, with the rotation of the tip relative to the eccentric limited sub wrapped in the sub screws, the ends of which what's included in the spline grooves of the tip.
