On moving vehicle navigation signals are received from satellites belonging to global radio-navigation system, position coordinates are determined, time and speed of vehicle, data packet is formed in form of SMS message and this message is sent via mobile communications system to central dispatching station. At the latter data is periodically received from current and other vehicles, it is processed, stored and displayed on electronic map of locale, and in case of special situation appropriate message is sent to vehicle through mobile communications system. After receiving message certain subsystems are engaged or disengaged at vehicle. Method is different from other known methods, because at vehicle current events are additionally constantly ordered and recorded in form of electronic log with use of modes masks and forming of byte-mask of format of data output for event of appropriate mode, and during forming of SMS-message header is formed after recording of service data. This data includes mode identifier and event identifier, then serially data blocks, including data output format mask field, number field, events number field, and data field of these events. Byte-mask of event prepared for transfer is recorded in mask field of appropriate data block, number of event is recorded in number field and event number field., and data of appropriate event - in data field of this data block. For events taking place concurrently byte-masks are joined according to logical OR rule and recorded in form of resulting byte mask in mask field of appropriate data block, numbers of events - in number field and events number field, and data from these events is recorded serially in data field of appropriate data block. When SMS message is fully filled with data blocks, the message is sent to dispatching station, where it is received, events are deciphered using analogical masks and monitoring of appropriate vehicle is performed. This system is designed for aircraft, but can be used for other modes of transport for the same purpose.

There are known various systems ensure flight safety of aircraft (LA). They include constructive solutions (backup), special suppression systems hazards (explosion safety and firefighting), the system of protection of crew and passengers. An important part of security is the condition control system functional systems used for the objective analysis of the state of the aircraft, its systems. Such systems, especially their protected part (the so-called "black boxes"), is indispensable for the investigation of causes and circumstances of the particular situaci in flight. However, the search for and preservation of information in the case of flight accidents represent a technical challenge (see "aviation". Encyclopedia under the editorship of academician Gpicview. - M. Great Russian encyclopedia", 1994).

Also known specialized communications, navigation, surveillance and air traffic management (so-called system CNS/ATM), which through satellite systems solve different problems of communication, navigation, search and rescue, including in the case of flight accidents. However, such systems roads, require specialized satellites, in full the m volume not deployed, and maintaining groups in working condition involves high fixed costs.

The purpose of this invention is to improve flight safety through continuous monitoring of functional systems, and LA in General in real time and ensuring the conservation of flight information, reduce operating costs and reduce the cost of its deployment.

To achieve the purpose, the structure of the functional systems of the aircraft included terminal of the current mobile telephone network of General use, which on the one hand is connected with the functional systems of the aircraft and additionally installed video systems, on the other hand through a special antenna is connected via satellites and station pair with regional telephone network (PSTN), the transfer and processing of the received digital and video information is performed in real time on ground-based computational structure.

The essence of the proposal is illustrated in figures 1 and 2. Figure 1 shows a side part of the proposed system. Figure 2 - ground part.

On the plane 1, consisting of functional systems 2 (airframe, power plant, control system, etc. on the drawing conventionally not shown), a single emergency region is the protection of flight options 3, voice recorder 4, the digital camera 5, business phone cockpit 6, emergency signals 7, the mobile terminal on the public network 8, the blocks interfacing parameters and signals 9, multiport airborne satellite antenna 10.

On the ground stand management 11 posted by (institutional) PBX 12, common area phones 13, workstations, information processing 14, the monitor 15, the access server with special protection 16, the database 17.

Through satellites 18, the tracking antenna 19, the switching center 20, the stationary terminals 21 mobile network public phone use (IUCN) side of the system located on an aircraft 1, is connected with the ground part of the system on stand management 11 digital communications, audio and video signals.

The system works as follows. The motion parameters of the aircraft 1, the parameters of the function 2 systems, video signals from the camera 5 through the interface block 9,the terminal 8 and the on-Board antenna 10, satellites 18, the tracking antenna 19, the switching center 20, the stationary terminals 21 are inserted in the telephone network (PSTN), an element of which is a local automatic telephone station 12 (the type of PBX)that is installed on the ground stand management 11.

Through telephone station 12 transferred onboard the parameters of the transmission is carried out in the access server with protection 16 and sent to the workstations 14 for processing in real time using the algorithms of secondary treatment (as assessed by the critical limit parameters). Telephone and video are transmitted through the telephone apparatus 6 and the monitor 15.

The proposed system can operate in the following modes:

- Maintenance mode.

In this mode, both airborne and terrestrial consumers are in the "on call". Mode is used for the periodic inspection of work systems, functional systems on-Board AIRCRAFT status of the crew. The call can be accessed both from the land and from the aircraft.

- Control mode.

Ground service has the right and opportunity to conduct selective recording of the complete crew of the individual modes and phases of flight. In this case, the workstation 14 includes algorithms check the status of systems and piloting technique. If necessary, the crew may receive additional instructions or assistance.

-Emergency mode.

In case of alarms or messages crew support aircraft on all channels becomes continuous. Assisted the crew to control the flight performance, given information about the situation in the cockpit and passenger cabin.

For a real deployment of the system requires a relatively small improvements on Board aircraft and the deployment on the basis of commercially available workstations ground control of airlines. This uses p is constant, the current infrastructure of the telephone network of General use, it also increases the load and efficiency.

The proposed system can be implemented as on the old (existing) LA and in serial production.

The system improve the safety of aircraft flight, consisting of control systems functional systems with sensors on-Board and voice recorders, camcorders, and interfacing blocks, characterized in that the structure of the functional systems enabled terminal of the current mobile telephone network of General use, which on the one hand is connected with sensors functional systems, the inputs of the recording side and voice recorders and video cameras, on the other hand through the antenna connected to the satellites and gateways regional telephone network of General use, which are made with the possibility of transmission through automatic telephone station information from sensors functional systems, in-flight and voice recorders and video cameras on workstations secondary processing of ground control point.
