This system IS effective (TIMELY, FULLY, BASSARENA SPECIFICALLY ON the QUALITY AND COMPETITIVENESS of PRODUCTS) INFORMATION to PROVIDE specialists SMP, satisfying heterogeneous (OBJECTIVE and SUBJECTIVE) INFORMATION NEEDS (IE), by APPLYING a NEW METHOD of INFORMATION retrieval in a SPECIALLY arranged for this purpose DATABASES, preferably in an automated, COMPUTER mode, which is necessary when making specialists of different SOLUTIONS (including URGENT) to run on a particular company WORKS on specific tangible products, for example, on machines, apparatus, devices, equipment, products, design is s and so in the process of product life cycle (PLC) in one STAGE or several (all listed below) stages of this cycle and at all hierarchical levels of the PLC, which are also listed below.

Moreover, in the range of developments so far there is ABSOLUTELY NO EVEN ATTEMPTS to CREATE SUCH a COMPLEX (pertinent and relevant) INFORMATION SYSTEMS (CISS) specialists SMEs DATABASE which meet the criteria laid down, for example, in the Guest 7.27-80 (C1) (i.e. - "SPECIALLY “in ADVANCE” PREPARED STI to SOLVE MANAGERIAL AND TECHNICAL TASKS IN accordance with the STAGES of their implementation"). 2/ the disadvantaged and high risk decisions only on the basis OF, i.e. lack of Information, as there is NO FUNDAMENTAL FUNCTIONAL-TECHNOLOGICAL RELATIONSHIP WORK, TASKS, and STEPS INFORMATION SYSTEM (vzaimosvjazi) would apply effective methods of information retrieval in specifically for this purpose created database of the 2nd circuit that without this relationship leads to systematically incomplete <a priori excluded OSIP from CIO> meet the information needs of professionals.

3/ the Lack of CLEAR GOALS in all "new" information systems for the most complete satisfaction of IP specialists the results of information retrieval, ("the LACK of CLEAR GOALS LEADS TO ambiguous RESULTS").

And only very few make use of these technologies really on purpose, i.e. for the organization of NEW RADICALLY IMPROVED BUSINESS PROCESSES, which allow employees to FULLY demonstrate THEIR CREATIVE ABILITIES and to PROVIDE the possibility to develop a response TO ANY CHANGES in CONDITIONS WITH the SPEED NECESSARY FOR SUCCESSFUL COMPETITION IN the NEW WORLD "high-SPEED" BUSINESS...
