SUBSTANCE: invention relates to a method for manufacturing equal-thickness elastic microporous polyvinylchloride material constituted by metering and storage layers attached to attached to each other by a system of through holes. Metering layer composition is prepared from, wt %: polyvinylchloride 25-40, dibutyl or butylbenzyl phthalate 15-25, T-92 oxal as flotation reagent 15-25, and triethylene glycol 20-35.
