Channel-tray consists of separating sections, in which there is a grate structure of vertical and horizontal elements from nanomaterials, flexible channel and coastal links - dampers, on which there are upper filled with soil and lower curable shells, as well as upper and lower and perforated water-suspending structures from composite nanomaterials reinforced with channel anchors to the bottom of the channel-tray by flexible links - dampers, and with cable-stayed systems to coastal and channel anchor devices. Sloping parts of the channel-tray have holes and additional trays for its release from deposits. On adjacent to the channel-tray side territories there are gabion or soil-reinforced retaining walls coated with a material with seeds, which are planted with vegetation, i.e. agro-melioration is used to additionally ensure safety of people and objects of municipal buildings, which are notified about approaching external effects and on technical state of the complex system by means of monitoring sensors and remote devices associated with a geo-information system, access to which is provided by a cable bridge over the channel-tray. Deposits settled in sections of the channel-tray are transported according to their qualitative composition through the additional trays with the help of compressed gas devices, and the muddy stream is filtered in settlers-biotanks and then enters the watercourse. Intensification of bases of urban or other buildings is performed with the help of a system with filled shells with a filler and flexible dampers-links reacting on natural and man-made actions, thus providing safety, including environmental one, of urban buildings. Device is equipped with solar storage units, which provide energy for the population during emergency situations (ES), and an additional monitoring system for warning the population on ES. Rainwater deflecting devices allows protecting against flooding of the territory of urban built-up/settlements. The method includes erection of a channel of polygonal profile with two pairs of symmetrical slopes and a triangular base. Reinforced concrete anchor beams 1 are laid into a single longitudinal row along the top of the triangular base. At the left and right to these beams they fix gabion mats 2, laid across the riverbed along the line of bottom slopes m2. Gabion mats 2 are made of light fascines and perforated pipes laid in layers into a metal net. Along the line of side slopes m1 in tight rows they lay flexible mats 3, made from light fascines, wrapped into a geonet of tubular shape. Gabion 2 and flexible 3 mats are tied to each other with the help of a metal wire and in some points are attached to slopes of the channel with the help of reinforcement rods 4. FIELD: construction.SUBSTANCE: hydrotechnical channel comprises a bed formed with a channel bottom and slopes of its sides and arranged higher than the lower border of a seasonally melting layer. The upper side of the channel is formed with a slope, and the lower side - with an embankment, where a frost curtain is arranged by means of seasonally functioning cooling devices installed along the embankment. A cooling device according to the version 1 comprises two external heat exchangers installed along the frost curtain length at the distance from each other, which release heat of a liquid coolant during its natural convection to a cold ambient air, and a soil heat exchanger formed by two freezing pipes. The external heat exchanger represents a tube expander, and the soil heat exchanger comprises two freezing pipes bent along the length and located in the soil along the embankment between tubular expanders and at the specified distance from each other. One freezing pipe is located within the borders of a seasonally melting layer and is hydraulically communicated by an inlet end to a lower part of one tubular expander, and by an outlet end - to a middle part of the other tubular expander. The other freezing pipe is hydraulically communicated by its inlet end to the lower part of the second tubular expander, and by its outlet end - to the middle part of the first expander. The diameter of tubular expanders is more than the diameter of freezing pipes, and drain holes of outlet ends of freezing pipes are arranged at the same level. Connection of freezing pipes ends to at least one tubular expander is made by means of flange joints, every of which is equipped with a gasket of heat insulation material. A cooling device according to the version 2 comprises three external heat exchangers installed serially along the embankment length at the distance from each other and two soil heat exchangers installed serially along the frost curtain in soil. Each external heat exchanger represents a tube expander, and each soil heat exchanger comprises two freezing pipes bent along the length and located in the soil along the embankment between the middle and the extreme tubular expanders and at the specified distance from each other.
