After drying, water vapor and pyrolysis gases with condensable components are subjected to treatment in additional reaction zones of indirect heat exchanger at addition of vapor, oxygen and air or their mixture to pyrolysis gas or to heat exchanger in order to obtain gaseous product at high calorific power. Water flow containing urea produced at extraction section is subjected to evaporation to separate steam flow bearing water and ammonia and, hence, to produce concentrated solution not containing, in fact, said ammonia. Said solution is diluted to obtain solution with urea concentration suitable for use in selective catalytic reduction. Propose plant comprises synthesis section for conversion of ammonia and carbon dioxide into first water flow containing urea, ammonia urethane and unreacted free ammonia, extraction section to dissociate urethane and circulate ammonia and carbon dioxide to synthesis section so that second water flow containing urea, water and residual ammonia are produced. Proposed bed comprises case consisting of sections, top and bottom joint assemblies, detachable top and bottom gratings arranged on section top and bottom edges. Detachable vertical zigzag-shaped perforated channels are arranged between said gratings to make vertical zigzag gas ducts. Note here that section inner surface is coated by perforated jacket to make inner space between section inner surface and said jacket. SUBSTANCE: smoke gas from rotary furnace 1 is sent to dust-settling plant 2, which contains casing, dust-supply 4 and dust-discharge 7 nozzles and screen 5 installed at an angle with the possibility of vibration opposite to dust-supply nozzle 4. In top part 3 of casing, sand feeder-spreader 6 is installed, and in bottom part - device for unloading of prepared sand-lime mixture 8. Partially cooled and purified smoke gas is discharged through discharge nozzle 7 and supplied to cyclone 9 and electrostatic purifier 10. Dust separated from smoke gas in cyclone 9 and electrostatic purifier 10, and sand-lime mixture from dust-settling plant 2 with the help of plant 11 is sent to mixer 12 for preparation of dry building mortar. Water-locked building mortar is prepared in device 15 and sent to plant for production of construction materials, for instance, to granulator or plant for manufacture of wall construction blocks 23. Prepared construction materials are dried in drying-carbonising plant equipped with pipeline 22 for supply of smoke gas from electrostatic cleaner with the help of smoke exhaust 21. For drying of granules drying-carbonising column is used. For drying of wall blocks slot or tunnel plant 24 is used. Cleaned and cooled smoke gas is exhausted to atmosphere through nozzle 20.

The device contains the ultraviolet emitter consisting of, at least, one ultraviolet lamp made out of the quartz glass with the continuous emission spectrum in the range of 190-420 nanometers, which is built in the body so, that the being purified passes at the speed of 0.1-0.5 m\s in the annular space between the UV-lamp and the body, and the suppressor of rate speed of the non-stationary gas streams having the vanes mounted at the angle of 80°.
