The pushers of the wheels are pivotally connected with the vertical lever which is pivotally connected to the headscarf through the plank to form a gap between the vertical lever and the headscarf and the possibility of angular rotation of the vertical lever. The mechanical brake is kinematically connected by the cable with the end of the vertical lever. The novelty of the invention is the additionally provided retaining mechanism of the mechanical brake consisting of a housing fixed rigidly to the headscarf, and the rod moving in a cylindrical guide of the housing with the pressing spring and kinematically connected with one end through the cable with the position regulator of the water-supply pipeline, and the other end has the possibility of entering into the opening of extension fixed to the vertical lever.
