SUBSTANCE: to calculate a car speed before the accident, a video recording from the monitor is used, performed at the RTA place, the car movement recorded on video for a time equal to t=1 s is taken into account. The formula is used for determining the speed of the car V=S*Lp.o/Lo.m*t, where V - the car speed in real time, S - the car way fixed on the monitor at the car movement for 1 s, Lp.o - the actual overall car length fixed on the monitor, or the actual distance between the light posts fixed on the monitor, Lo.m - the overall length of the same car measured on the monitor, or the distance between the same light posts on the monitor, respectively, t - the time interval of the car way fixed on the monitor equal to 1 s.

EFFECT: increasing the accuracy of determining the RTA factors.

The device for fixation and preliminary assessment of measurement device parameters comprises a fixed base equipped with a levelling device, on which there is a base installed, made in the form of a vertical frame stand, equipped with a flat mounting site, the adjacency plane of which matches with the axis of symmetry of the base, which in its turn matches the axis of symmetry of the measurement device. In each photo-receiving device several one-type photo-diodes are used and a cylindrical lens. Shields are mounted on ends of lens. Speed measuring module is mounted in photo-electronic block. When object appears above photo-element system, by means of comparator object speed measuring process is launched. From photo-electronic block individual digital form object speed measurement results are transferred to computer.

SUBSTANCE: device contains metal tube installed between vehicle body and front bumper and attached to the body by bracket. Open ends of the tube are facing both waysides. Inside the tube in its central part, sealed pressurized capsule made of thick glass is fixed using resilient cylindrical bushing. Sharp retainer is inserted into capsule recess which retainer is pressed by its other end to inner surface of bumper. Inside of the capsule is filled with elements made in the form of screws with plate packages loosely put on them and squeezed by screws. On each plate, one letter or digit of vehicle identification number is embossed, herewith combination of letters and digits gives complete information about number.

Elements comprise data on vehicle license number. Said structure is composed of a set of textile bands. Said bands are laid one over another to make a pack. Said pack has several holes, sealed glass ampoule filled with preset colour dye being fitted in each said hole. Ampoule ends are locked in resilient retainers. Dye colours in every ampoule correspond to vehicle type, vehicle colour, letter and digit of license number including region number.
