SUBSTANCE: device for giving elasticity to tubular material, comprising frame, rings holder unit and core unit. Ring holder unit is installed on frame and includes peripheral ring and plurality of pivoting wheels pairs with non-mechanical drive, spaced along circumference around outer edge. Core unit, containing core with proximal and distal ends and maximum external circumference, as well as plurality of rotating wheels with non-mechanical drive, distributed around core circumference in place, distant from proximal end, and installed on it so, that to pass in radial direction beyond maximum external circumference.

EFFECT: core wheels are arranged between and so, that to be coupled with corresponding pairs of ring holder unit wheels, wherein core unit wheels have such size and shape, that its outer edge fits into recesses of corresponding pairs of ring holder unit wheels.
