For this purpose, portable modular software and hardware package comprises officials workstations (OFWS) portable computers, by one for each of N workstations, two switches of object local area network (OLAN), plotter, scanner, printer, two video cameras, operator workstation (OWS) portable computer, two speakers, FB suppressor, mixer-preamplifier, two microphones, expander, video monitor, video projector, PABX telephone sets, by one telephone set for each of N officials workstations, line switchboard, N telephone communication subscriber lines (TC SL), fibre-optic communication line (FOCL), N portable radio stations distributed by one of radio station for each of N officials workstations, and service radio communication network external base station, which are interconnected in certain manner and linked with external devices.

EFFECT: technical result consists in providing expanded range of equipment providing officials with communication and data exchange services.

Selection is performed for each sub-block to perform either linear or nonlinear quantisation during compression. Compression is performed without using data from blocks obtained outside the compressed block, wherein video data blocks may be obtained and restored in any required order. As an alternative, an encoder directly selects blocks from memory, which are then restored and encoded.
